Regulatory freeze implemented across federal agencies

As was anticipated, and is typical of a change in presidential administrations, President Donald Trump issued a memorandum that implemented a regulatory freeze across all executive departments and agencies.

In addition to the regulatory freeze, President Trump named Matthew Ammon as Interim HUD Secretary, ahead of Scott Turner’s likely Senate confirmation.

What they’re saying: “NRMLA anticipated the regulatory freeze,” says NRMLA President Steve Irwin. “The Executive Committee is currently examining the scope of impacts this announcement may have.”

Under the terms of the memorandum:

  • Agencies may not propose or issue any new rule until a department or agency head appointed or designated by the President reviews and approves the rule.
  • Agencies must immediately withdraw any rules that have been sent to the Federal Register but not yet published.
  • Agencies must postpone for 60 days the effective date for any rules that have been published in the Federal Register, or any rules that have been issued in any manner but have not taken effect.
